Howard is a speed bump campaigner who turns up at the Family's door on several occasions. First in The Tennis Match and also in The Hospital. He is trying to get petitions for people who want to get rid of speed bumps down the road. He is eventually shouted at in the last episode.
He was played by Alex MacQueen.
